Canterbury Water Hurunui-Waiau Zone Committee Meeting

The Hurunui-Waiau Zone Committee will have its monthly public meeting in Amberley, at 2pm, on 15 October.

The committee will begin the meeting with an update from the Regional Committee, before being briefed on Environment Canterbury evidence to the Hurunui-Waiau Regional Plan (HWRP) Hearing, scheduled for late October.

The committee will begin with an introduction on the hearing process and then go on to look at water quantity and quality effects on instream values. Dairy NZ will also be at the meeting to brief the Committee on its evidence for the Hearing.

Next the committee will be presented with the Hurunui Waiau Education Supplement developed by Environment Canterbury to complement its Wai Water Resource. The supplement is a resource developed for schools, individuals, and anyone interested in local water management.

Following this, the committee will discuss dairy effluent compliance in the zone. Environment Canterbury’s Dairy Effluent Report was released in September. The report showed more than sixty per cent of dairy farms in the Hurunui-Waiau zone achieved full compliance with dairy effluent consent conditions in the latest season, an increase from the previous season.

At the meeting, the committee will also look at the integration of irrigation and hydro development projects in zone. Specifically, the committee will explore how development optionsby Hurunui Water Project, Amuri Irrigation Company, Meridian Energy, and Ngāi Tahu Property contribute to the implementation of Zone Implementation Programme (ZIP).

The committee will finish the meeting with a presentation from Irrigation NZ on the development of irrigation scheme environmental management systems, and a presentation from the Waipara River Group.

The Hurunui-Waiau Zone Committee was formed in mid-2010 to develop a programme of water management recommendations for the district. Since then the committee has attended countless meetings, engaged with numerous stakeholders and community groups, and listened to presentations from experts.

The culmination of the committee’s first 18 months of work was the presentation of the committee’s ZIP to Environment Canterbury and Hurunui District Council in August 2011. The proposed Hurunui Waiau Regional Plan gives effect to many of the recommendations in the ZIP.

The Hurunui-Waiau Zone Committee includes seven community members, two Rūnanga representatives, and one each from Hurunui District Council and Environment Canterbury.

The zone extends from north of the Ashley River to north of the Conway River and takes in Hanmer Springs, Waiau, Cheviot, Culverden, Hawarden, Waikari, Waipara and Amberley.
