Final Proposal For Representation Arrangements For The 2013 Local Elections

On 5 September 2012 the Napier City Council Finance Audit and Risk Committee considered the submissions received on its initial proposal regarding the representation arrangements for the Council and its constituent community boards to apply for the local elections to be held on 12 October 2013.

The Council received 2 submissions on its proposal. One submission was in favour of the Council's proposal. One submission contained objections to various elements of the proposal as follows:

  • That Council be elected at large only, or
  • Alternatively that the city be divided into 3 wards with 2 Councillors per ward and four Councillors at large

 

Having considered the submitted objections, the Council resolved at the Council meeting on 16 October 2012 to adopt its initial proposal as the Council's final proposal.

The Council rejected the matters raised in the objections for the following reason:

  • The representation proposal was based on arrangements determined by the Local Government Commission in 2006. Council reviewed the proportionality of wards based on Statistics New Zealand estimated population by ward at 30 June 2011 and is satisfied that these fairly reflect the City's population distribution to ensure equal representation within the community. In addition the proposal was supported by an independent survey of residents which demonstrated general support for the initial proposal of 4 Wards with 6 Councillors, 6 Councillors at large and the Mayor.

 

The final proposal is as follows:

Council will comprise six members elected from four wards, six members elected by the electors of the district as a whole and the mayor.

The four wards reflect the following identified communities of interest:

Ahuriri Bay View, Westshore, Ahuriri, Bluff Hill, Hospital Hill and the Northern part of Onekawa West
Nelson Park Nelson Park, McLean Park, Onekawa South, Maraenui, area of Marewa south of Kennedy Road, area of Pirimai south of Kennedy Road and the most northern meshblock of Awatoto
Onekawa - Tamatea Onekawa Central, Onekawa West, Tamatea North, Tamatea South, area of Marewa north of Kennedy Road and area of Pirimai north of Kennedy Road
Taradale Taradale South, Taradale North, Greenmeadows, Poraiti, Meeanee and Awatoto, except the most northern meshblock of Awatoto

 

There will be no Community Boards within the District.

Appeals and objections

Any person who made a submission on the Council's initial proposal may lodge an appeal against the Council's decision. An appeal must relate to the matters raised in that person’s submission.

Any person who objects to the final proposal may lodge an objection to the Council's final proposal. Any objection must identify the matters to which the objection relates.

Appeals and objections must be made in writing. Appeals and objections are to be forwarded in one of the following ways:
