Contract signing secures Councils' commitment to customer service

The Waitaki District Council will replace its Local Government Information System (LGIS) software with Civica’s ‘Authority’ system. The move is a necessity as Council was facing the likelihood of sharply increased service costs to maintain the existing systems. ‘Authority’ will allow staff to provide a greater level of customer service and comply with ever increasing reporting requirements from the central government.

After a thorough review and a rigorous selection process, Council last Wednesday, December 16th, signed a contract confirming their partnership with Civica. Civica are an established global company with a proven track record in the UK, Australia and more recently here in NZ.

“The system is fundamental to efficient day to day operations. The current system is passed its ‘used by date’. It’s a bit like having a high mileage old car – they all have to be replaced at some stage” CEO Michael Ross said

The ‘Authority’ system from Civica received positive reviews after being successfully implemented in other City and District councils.

The ‘Authority’ system will provide more accessible customer services, allowing Council to handle online applications, such as building consents and fire permits. Staff will also benefit from greater integration across regulatory services, financial services and property management.

“Councillors believe that the system will be more effective in the long term and look forward to consequent efficiency gains” Mayor Familton stated.

The project is expected to be completed by June 2011 and is the most financially attractive option. Expected to cost approximately $600,000, funding for the project will come largely from depreciation reserves and cash reserves available as a result of prudent financial management. The impact on rates will be minimal.
