New chair for IPCA
Justice Minister Judith Collins today announced the appointment of Judge Sir David Carruthers KNZM as member and chairperson of the Independent Police Conduct Authority (IPCA).
Sir David Carruthers has been appointed for a term of five years, and replaces current IPCA chair, Justice Lowell Goddard QC, whose term has ended.
“I would like to thank Justice Goddard and acknowledge the fine work she has done over the past five years.
“I know the good work of the IPCA as an independent and rigorous watchdog will continue under the new leadership of Judge Sir David Carruthers.
“Sir David has provided very able leadership to the New Zealand Parole Board and his skills and ability will be an asset to the IPCA,” Ms Collins said.

Judge Sir David Carruthers KNZM is a former Chief District Court Judge and former Principal Youth Court Judge. He was appointed a District Court Judge in 1985, and has been chairperson of the New Zealand Parole Board since 2005.
