As announced by Housing Minister Phil Twyford at the weekend, a set of new Government rules will ensure that every rental home in New Zealand will have to provide adequate living room heating, meet tougher insulation standards and have an extractor fan in the kitchen and bathroom
The new rules state from the mid-2021, all rental homes will be compulsory by law to have a heater that can heat a main living area to 18C.
The standards set minimum requirements for heating, insulation, ventilation, moisture and drainage, as well as rules to stop draughts, in all residential rental properties across the country.
Kitchens and bathrooms will have to have extraction fans or rangehoods and, where rental homes have an enclosed subfloor space, property owners will need to install a ground moisture barrier to stop moisture rising into the home.
Mr Twyford argued that New Zealand's cold and damp housing is responsible for around 1600 premature deaths every winter. “No one should go cold this winter, that’s why we support these new standards” says Andy Cooper from A&A Solar and Electrical who co-owns the Hamilton company with Andy Mann.

From July 2021, private landlords must ensure their rental properties comply with these new standards. By July 2024, all rental homes must comply with the new standards.
