Found Female possibly IHC

Upper hutt police are trying to locate the caregivers for an IHC female who was picked up on the motorway several hours ago by a Taxi. The female is aged between 35 and 45 years aprox 5.6' tall of solid build polynesian with her black hair tied up in a bun .
She has a droopy left eye and is wearing a black jacket Track pants and black shoes .She suffers from a speech Impediment . She also has cigarettes with her but no other identification
