Police including Armed Offenders Squad and police negotiators are working to resolve an incident outside the Napier Travel Centre where a bus passenger has threatened to use explosives.

The area outside the Munroe Street travel centre has been cordoned off and people safely evacuated, including other passengers who were on bus. Details of the incident are still unfolding but no hostages are involved.

Police were alerted before midday when the bus driver on a scheduled service from Hastings became concerned about the behaviour of one of his passengers when he stopped outside the Napier travel centre on the outskirts of the CBD. A suggestion was made that the man had explosives but police have been unable to confirm this.

All passengers on the bus and other people in the immediate area were evacuated without incident. A temporary bus stop has been set up outside the information centre on Marine Parade.

AOS staff and negotiators are at the scene. It's not known who the man is or what has prompted his behaviour.

Cordons are in place. The bus is parked outside the travel centre.
